Hello,
Instead of scaling down PvE gear to ilvl 90 while PvP flagged (it stopped many people, including me, from doing it). Scale PvP gear to something like ilvl 120 while PvP flagged: I guarantee you that many players will start running around with PvP flag on, to get this bonus And it would not do any harm to Open World PvE content
